Going to College
My teens can go to college if their roll the want to go on their last day before they would go. I usually send my sims on the penultimate day (at the notification that their birthday is one day away). If they have the want, then they will go to college.
Knowledge and Fortune sims always go in my game, whether they have it as their primary or secondary aspirations. If family members want them to go, then they go, especially my rich sims/families.
Lastly, if they have rolled a want related to a scholarship whilst as a teen then they usually go to college in my playthroughs.
NOTE: if I am playing with social class, more rules are used to dictate whether they go to uni.
Choosing a major
Most sims roll a want for a certain major on the return from their first day at class I find and I would primarily follow that, but I will also if they haven't chosen it by the time they are nearing the end of their Sophomore year, then I will use my majors calculator.
It is based on their skillset and what skills each major needs. Here you can see a screenshot of part of it:

'Wants' and passing the year
If my sims roll any want for skills or research or write term paper etc they can be locked in and fulfilled. The only exception is ones about completing the year/graduating or getting on the deans list, I don't lock these (mostly because they take the entire semester to complete) but also because I use them broadly to imply other wants.
Say my Sim with 4 want slots has a want for 'Completing the freshman year', 'Become best friends with X', 'Smustle Dance' and 'Invite Sim over' then their want to complete the year will allow me to play them until the term grade bar is at the point where they would pass the year, and I would complete any skill(s) they need to make them pass the year. Should this sim want to be on Dean's list, they I would complete skills until they have unlocked the entire bar.
If at any point the sim rerolls wants and no longer has the 'Completing the freshman year' want I would stop trying to make them gain skills and study to complete it.
Age differences?
Sending them to college a day early means that when the college sim is moved back in with a sim (say they were twins) who did not go to college, the college sims is technically 3 days younger. I use the simblender to make them 3 days older and they are back in sync!
